If you are talking about the rim tapes like in Apache RTR, I really dunno where you can get these..... But if you desire for the other tapes that glow at night but aren't durable on a long term basis.... THE STICKER SHOP behind Hanuman Dhoka at Basantapur is the right place...You get other stickers in lots of variety too....

They sell those tapes according to metre measurement...Forgot the pricing.....
